Many New Yorkers are still waiting for their long-promised $400 inflation relief payments, prompting the state to release an official explanation on the status of the rollout.
The one-time rebate program, introduced under Governor Kathy Hochul’s plan to ease financial strain on households hit by pandemic-era price increases, is being processed automatically by the New York State Department of Taxation and Finance. Residents are not required to apply or submit additional documents to qualify.
According to the department, nearly half of the eight million planned payments have already been distributed. However, a large portion of taxpayers continue to wait for their checks. Officials have clarified that the delay has nothing to do with geographic areas or ZIP codes — payments are being processed in batches based on filing order.
Susan Pedo, Director of Public Information for the department, urged residents to remain patient, noting that all eligible taxpayers should receive their payments by late November.
“Checks are not being sent out by region,” Pedo explained. “They’re distributed according to when returns were processed. So if your neighbor has received theirs and you haven’t, don’t worry — yours is on the way.”

- Have filed a New York State resident income tax return for 2023
- Have income within the state’s established limits
- Not have been claimed as a dependent on another taxpayer’s return
- Have lived in New York for the full 2023 tax year
